George Archibald is an Associate of Information and Performance Services Ltd, a specialist consultancy focussed on the technical and statistical aspects of data acquisition and analysis. Since February 2008 he has been Chairman if the Intelligent Metering Initiative. He was formerly Director of Business Development for Severn Trent Metering Services Ltd. He joined Severn Trent Water in 1974 and had responsibility for demand forecasting, charging policy and metering operations. He was a member of the steering groups of key national projects investigating metering and leakage. A past-President of AMRA and of e-amra.com, he is a Fellow of the Royal Statistical Society.

Has been responsible for multi-disciplinary teams, within Israel - national functions, water and sewerage utility in Ghana and the international developments agencies. Focusing on engineering, demand management community water and sanitation, irrigation and water pollution control.

As Head of Water Resource Management for the Environment Agency Trevor's national responsibilities include Strategic Water Resource Planning, Demand Management, Hydrology, Hydrogeology and Hydrometry.
Prior to his current role Trevor worked for over 10 years in the Water Industry and was Head of Regulation and Asset Performance at Mid Kent Water having previously worked for Southern Water Services. Before joining the Water Industry Trevor worked as a consultant and a geologist in the oil industry.

Csaba Csore, MBA, CEng, is the deputy head of network operation department at the Waterworks of Budapest. Member of the IWA, and the Hungarian Federation of Technical and Scientific Society. In his field, he is responsible for the efficient operation and management of the distribution network of the capital city in Hungary.
The author spent a decade in the water sector, and during this period worked several big waterworks in different leading positions in Hungary. Currently he is the deputy head of network operation department (300 employees) at the Waterworks of Budapest, Hungary. In his position the scope of duties among others, cover the development of operational efficiency, coordination of preparation annual plans, middle term principles and finding new ways of doing business.

Paul Hope

Paul is Head of Water Resource Economics at Ofwat. His team is responsible for making sure that water companies in England and Wales maintain an economic, sustainable balance between the supply and demand for water and sewerage services.
Paul is an economist by training. He began his career at H M Treasury and the Bank of England before joining Ofwat in 1997. He became Head of Tariffs in 2001, moving to his current role in 2007.

Peter Jiggins

Started career working in the water industry for Anglian Water in various scientific posts. Qualified in microbiology and worked in establishing the quality of environmental and drinking waters.
In 1992 joined the Drinking Water Inspectorate working on the enforcement of the drinking water regulations by technical audit of water companies and the investigation of water quality incidents.
In 2002 moved to Head of Branch in the Water Supply and Regulation Division of Defra. The branch has policy responsibility for drinking water quality and water conservation.
Currently working on policies to promote water conservation through demand management to drive the sustainable development of water resources. This involves working on leakage management, promotion of water efficient products and behaviours as well as working with CLG to develop improved standards of sustainability for new homes and developments.

Dr William Tsimwa Muhairwe

Dr William Tsimwa Muhairwe is the Managing Director of National Water and Sewerage Corporation. He is a Management Specialist trained in Economic and Business Management and has been managing public companies for the last 19 years in Uganda and abroad. Since 1998 to date, He has been the Managing Director of National Water and Sewerage Corporation, a State Corporation that was almost collapsing due to mismanagement. Out of his initiatives, Dr Muhairwe has implemented innovative change management programmes that have successfully turned round NWSC from a loss making organization to a profit making government parastatal which is now a benchmark for best practice both nationally and internationally among water utility organizations. The organization was named “Employer of the Year 2003 for Ethics and Corporate Social Responsibility” and again got a Golden Award for Management Excellence in June 2004 and Employer of the Year 2004 for “Productivity and Performance Management”. In 2005 URA presented to the organization with the “URA Vantage Award” for exemplary Tax Compliance on the Tax Payers’ Appreciation day.
Formerly Dr Muhairwe worked for the Uganda Investment Authority as its Deputy and eventually Executive Director for 3 years and was responsible for attracting inward private investments in Uganda. He was also, at one time, the MD of the East African Steel Corporation, a Joint Venture Company between the government of Uganda and a private company (The Madhvani Group). Dr. Muhairwe has key competences in Strategic Planning, Policy formulation, private sector development, restructuring of ailing state companies and managing them while preparing them for private sector investment and participation.
In addition to his full-time job at NWSC, Dr. Muhairwe is currently offering active backstopping support and professional input into NWSC’s external services assignments. His input has tremendously improved performance in a number of regional water utilities in Tanzania, Kenya, Zambia and other World Bank supported projects.

Paul Seeley

Paul Seeley has more than 35 years experience in the water industry, most recently serving on the board of South East Water as Asset Director. He was Managing Director of Mid Kent Water from October 2006 to December 2007 at which time Mid Kent merged with South East Water. A Chartered Environmentalist, he previously worked for Mid Kent Water as Asset Director. Prior to this he has held posts with Southern Water, Severn Trent and North West Water.

Anna Walker

Independent Review of Household Charging for Water and Sewerage Services |

Anna was appointed to lead a review of charging for household water and sewerage services.
She has wide ranging experience in the public sector particularly in regulation – the needs of disadvantaged customers and the interrelationship between economic and environmental issues.
Anna was appointed as chair of the Office of Rail Regulation in July 2009 the statutory board which is the combined economic and safety regulatory authority for Great Britain’s rail network.
Prior to that, Anna was Chief Executive of the Healthcare Commission which was created in April 2004 and regulates both public and private sector healthcare.
She was Director General, Land Use and Rural Affairs at Defra from 2001-2004. Her responsibilities there included drawing up a new rural policy following the foot and mouth outbreak. . She was also responsible for a review of the regulation Defra was responsible for worked on Defra’s strategy as a then newly established department.
Anna was Director General, Energy at the Department of Trade and Industry (1998-2001) – responsible for all aspects of the government’s energy policy including the regulation of the energy industry. She was Deputy Director General at the Office of Telecommunications regulating the telecommunications industry from 1994-98. Anna joined the Department of Trade and Industry in 1975 following jobs at the British Council and the Confederation of British Industry,. She was Assistant Private Secretary to the Secretary of State for Industry (1977-79). She is a member of the new National Consumer Council which brings together the functions of the National Consumer Council energywatch and postwatch.
Anna is married and lives in London. She has 3 daughters: When time allows, she likes to travel, cycle and walk.

Marie who is a Biochemist worked in the Clinical Diagnostics industry before joining Water Service, in various Senior Management Roles including, Technical Support, Product Development and Customer Services. Marie is a member of Water UK customer Services Network and the Institute of Water officers.
